Meet the Executive Director and PLEA Board of Directors

Leslie McMahon, Executive Director

Leslie McMahon became a
licensed Property and Casualty insurance agent after
receiving her degree in Business Management from Northwood
University. She proudly became the 4th
generation to enter her family’s insurance agency, where she
learned every aspect of the business from the bottom up.
Her insurance background provided a great resource in the
creation and marketing of the Professional Law Enforcement
Association, which offers multiline insurance programs to
law enforcement, including a Legal Defense Plan. Since her
election in 1998, Leslie has been the Executive Director
of PLEA, and, among her many other duties, is responsible
for its marketing program.
Leslie has been happily married
to her high school sweetheart, George, for almost thirty
years. They currently reside in Rochester Hills, Michigan
with their two sons and two Labrador retrievers. When she
is not in the office, Leslie enjoys relaxing with a good
book and outdoor activities with her family.

Clayton Peters, President

Clayton Peters is a very civic minded person. He has
been involved in serving the public for many years.
Clayton served twenty eight years as a police officer for
the City of Royal Oak, Michigan. In 1984-1985 he was
elected as President of the State Lodge of Michigan for two
years. He retired in 1991 as a police officer, and
joined PLEA as the President in May, 1995.
Clayton has also been the Vice President of POA for eight
years, and on the contract negotiating team for ten years.
He has been a member of the FOP since 1964, and a life
member of Southeast Oakland County FOP Lodge # 130 and the
FOP State Lodge. He is currently a member of FOP Lodge
# 107 in Alpena, Michigan.
He has served as the Chairman of the Ways and Means
Committee, and membership committee for the FOP Grand Lodge,
Chairman of the Police Officer of the Year Committee, and on
the Labor Committee for the State Lodge of Michigan.
Clayton has been the President of the Presque Isle Community
Men's Club for two years, the President of the Preque Isle
Twp. Museum Society for two years, and served on the
Restoration Committee of a 1870 Lighthouse for eight years.
In 2004, Clayton was named as the Presque Isle Twp. Citizen
of the Year.
He is a member of the Grand Lake Community Chapel in Presque
Isle, where he has been a Trustee for ten years, and the
Chairman for two years. Clayton has been on the
Township Parks and Recreation Board for one year and on the
Board of Directors of the Presque Isle Harbor Association
for three years.
Clayton has served his Country in the US Army for six
months, and the Army Reserve for five and a half years.
In his spare time, Clayton enjoys hunting, fishing, and
working on lighthouses. Clayton has two children and
two grandchildren.

Mike Rand, Vice President

Mike Rand served 25 years with the Jackson, Michigan Police
Department. For 12 years Mike was on the Michigan State
F.O.P. Board. He stepped down following two terms as
President.
Mike has been on the PLEA Board of Directors for the past
fifteen years.
Mike's family also has a lot of experience in law
enforcement. Mike's two sons currently work in law
enforcement. His father also retired from law enforcement.
Mike is married with two sons, and has four grandchildren.

George Hogan, Secretary

George Hogan is a graduate of Loyola College in Baltimore,
Maryland. He is currently retired after spending 40
years working for insurance companies. During his
career, George was instrumental in the design, sales and
administration of Legal Defense Plans.
George is very busy in his retirement. In addition to
his PLEA duties, he is a member of the Board of Directors of
the O'Neill Club of Towson, Inc. and the Fr. O'Neill
Charities, Inc. He is also currently the Advocate of
the Fr. O'Neill Council # 4011 Knights of Columbus and is a
Past Grand Knight of the organization.
George resides in Lutherville, Maryland with his wife of 51
years M. Eileen Hogan. George and Eileen are proud of their
four grown children and are blessed with nine grandchildren.

Ken Rogers, Treasurer

Ken Rogers graduated from Lincoln High School in
Ferndale, Michigan. He joined the Pleasant Ridge,
Michigan Police Department in 1965. Ken expressed interest
in competitive shooting in the Police Department, and was
appointed range officer, which involved overseeing that
officers were properly trained in firearms.
Ken has been a member of PLEA for four years. Ken enjoys
fishing, and spending time with his four grandsons.

Arpad Bality, Board Member

Arpad Bality, the son of Hungarian immigrants dreamed of
being a police officer and canine handler from a young age.
He worked his way through college and was awarded a Bachelor
of Science Degree in Criminal Justice and Criminology in the
spring of 1991 from Metropolitan State College of Denver.
Arpad, was hired as a police officer in April, 1991 by the
City of Longmont, Colorado after volunteering 1 ˝ years as a
reserve police officer.
Arpad had experience training
search and rescue and police/sport dogs prior to being hired
and brought this experience with him. This experience
served Arpad well as he was soon assigned the roll of the
department’s K-9 trainer and before long he started working
his 1st K-9. Arpad worked 4 dogs for the City of
Longmont, and was highly regarded as an expert in the field
of police dog training.
Arpad recognized the need for
good independent legal coverage due to the high risk
environment he worked in and sought out PLEA in 2005. Arpad
was instrumental in setting up a meeting with PLEA officials
to make a presentation in May, 2005 where many members of
the Longmont Police Department attended and subsequently
elected to use PLEA as their legal insurance provider. PLEA’s
membership within the State of Colorado grew rapidly as the
word spread about PLEA. Arpad contacted many highly
qualified attorneys throughout the state, all of whom signed
on to be plan attorneys.
Arpad has performed volunteer
work in the areas of search and rescue K-9 handler, youth
shooting sports instructor, reserve police officer and has
done volunteer work for an equine therapy riding center.
In September of 2010, Arpad
was honored to be asked to be a member of the PLEA board and
graciously accepted the position.
Arpad has retired from law
enforcement and now works in the ranching and farming
industry.
